SCCIPA President

J. Kersten Kraft MD.

Dr. Kraft has served as President of the SCCIPA since 2008. He also serves as the Chief Medical Officer of PPMSI, the MSO for SCCIPA. After spending 16 years at Stanford University (undergraduate, medical school, residency in Urology) he established his medical practice at Good Samaritan Hospital in San Jose, more than 30 years ago. He was general partner and president of Mobile Kidney Stone Centers of California, a joint venture of physicians, physician groups and Good Samaritan Hospital, which grew to be the second largest lithotripsy operation in the country. He continues to practice Urology and is listed in Best Doctors annually. Kersten has served on the boards of APG (American Physicians Group), Health Access Solutions, and was a member of the NCQA committee for standards of specialty physician excellence.

Dennis Penner MD.

Dr. Penner has been a member of the IPA board since 2015. As a leader of the IPA, is very interested in the success of independent physicians. He is board certified in Internal Medicine and practices in the San Jose/Los Gatos area for over 40 years. He attended medical school and internal medicine residency at University of Michigan. In the past served on the Good Samaritan Hospital Board of Directors.

Mary Kilkenny MD.

Mary Kilkenny MD, Facog grew up in San Jose, CA. She attended UCSF School of Medicine and completed her residency in Obstetrics and Gynecology at Stanford Medical Center. She provides comprehensive women's health care from adolescence through late menopause. Her practice offers family planning, obstetrical care and delivery, advanced laparoscopic gynecological surgery including robotics, menopause and incontinence management. She has been in the same practice for thirty years. She has served as Department Chair of ObGyn at LGECH and O'Connor hospital. She currently serves on the Board of Directors of SCCIPA representing more than 750 independent physician practices. She served on the Care Review Committee at ECH. She is passionate about developing access to care for women's services in the outer areas of the Santa Clara County. She is married and has three grown children. She hopes to be a grandmother some day.

George Lampe MD.

Dr. Lampe has been a practicing anesthesiologist in Santa Clara County for 30 years. His practices at Good Samaritan Hospital, Regional Medical Center, and affiliated surgery centers in the South Bay. For five years, he served as an at-large member of the Medical Executive Committee at Good Samaritan Hospital, and currently is Chairman of the Board of Trustees. He serves on the Board of Directors of SCCIPA since 2015 and is committed to supporting SCCIPA physicians to continue to provide the very best care to the Santa Clara County community.

Janet Doherty Pulliam – CEO

Janet has over 25 years of broad-based healthcare experience, ranging from health plan, hospital and IPA roles. She joined PPMSI in 2013 as the CFO and was a key participant in the acquisition of the organization by Hospital Corporation of America (HCA). Janet assumed the CEO role in July, 2018 and is a strategic leader driving corporate initiatives to get ahead of increasing industry demands and supporting our physicians to deliver the best healthcare in the industry. Janet participates in multiple committees for APG (American Physician Group), is a member of HFMA (Healthcare Financial Management Association) , and participates on leadership committees with a number of health plans.

Carvel Tefft MD – Vice President of Medical Management

Carvel Tefft, MD, SFHM, MMM joined PPMSI as Vice President of Medical Management in September, 2018. Dr. Tefft graduated from Brown Medical School, and trained in Internal Medicine. He also earned a Masters in Medical Management at USC. He practiced as both a primary care physician and a hospitalist, and has 13 years of experience as a physician executive. His leadership journey started as Director of the hospitalist program at Alta Bates Summit Medical Center in Oakland. In his next role he was asked to step up as the Administrative Medical Director for the three Sutter campuses in Berkeley and Oakland.

Most recently, Dr. Tefft comes to us from the Hill Physicians Medical Group, where he led a clinical team of 140 FTE’s, serving close to 400,000 members. We are certain that Dr. Tefft’s history of achievement in reaching “quadruple aim” targets will propel SCCIPA into optimizing the value of care for our members and the support of our providers.
